Topical Budget turned into the propaganda newsreel War Office Official Topical Budget from issue 301-1 in May 1917. The message here is a brutal one, as a pacifist meeting is broken up by a mob.

Although it is filmed at a comparative distance, one can make out the smashing of windows, the exchange of blows with those inside the church, and, most shockingly, the few police present calmly looking on without taking any action.
