Synopsis

The district where improvements have taken place - probably the Treorchy area, described in an intertitle as embracing ten large districts and about 25,000 people. Terraced housing, slag heap, industrial buildings, chapel, church, road and a recreational ground. At the opening of a children's play-centre, beside Treorchy station, hordes of children rush to play on slides, roundabouts and swings and crowd round to watch a model boat on a pond.

The improvements to the miners' working conditions (exterior shots of pithead baths at Nine Mile Point Colliery, Risca; shower cubicles, locker rooms, first aid rooms and drinking water fountains). Outdoor recreational facilities, including tennis courts and bowling greens, with pavilion and clubhouse or community hall. Boot cleaning and boot greasing machines are referred to but not shown. In one shot, train carriages bear the word 'Ocean'.
