"INSPECTION OF SPECIAL CONSTABLES. Sir Edward Ward K.C.B. inspects 900 special constables at Barking and compliments them on the useful work they perform".

Flash title. Sir Edward Ward, followed by other officials, inspects the one line of special constables and then turns into the next row. The inspection takes place in a large grassy area. A tent is visible in the background. Medium long shot of lines of special constables marching. Spectators seated in a stand; in front a group of spectators stand and applaud the unseen parade. One of the spectators carries a union flag; another raises his hat.

Note: Colonel Sir Edward Ward (1853-1928) was the Hon. Commandant in Chief of the Metropolitan Special Constabulary.
