"MARCH ON WHITEHALL. Free speech debate defence demonstration in Trafalgar Square leads to riot in Whitehall". High angle shot of very dense crowds. Some banners visible. A procession, mainly men, slowly pushes its way through the crowds lined by policemen. Crowds at the foot of Nelson's column. One man is speaking to the crowd, reading from a piece of paper. High angle shot dense crowds, many people raising their hats (mainly straw boaters) and waving them. Dense crowds, but the hat waving has stopped. Different high angle shot of crowd; the speakers are just visible at the foot of the column on the right. The crowds beginning to disperse, looking down Whitehall; one man carries a furled banner; a motor bus passes through the crowd.
