General view over roofs and alleys of Stepney slums. Councillor Lauder, Chairman of Stepney Housing Committee points out the worst points of slum houses. Sagging roofs due to rotted rafters, shored up walls, no running water, tap in a communal back yard. Interiors, crumbling walls, insanitary toilet facilities. Some slum dwellers speak of their living conditions. A man tells how he and his family live in two rooms, no water or cooking facilities. A woman shows the rotting staircase in her building and the vermin on the walls. Another woman tells of the rats which infest her house. New flats are being built as the slums are being demolished. A new estate of flats is seen. Rehoused slum dwellers tell of the changes they find in their new homes. Caretaker of the estate explains his duties. Final shots of new estates and slum alleys.
