Synopsis

A line of horses pulling carts full of sand moves along the promenade, the extension of which is under construction. A pile of rocks lines the foreground, part of one of the piers is seen in the distance; the camera pans left to show more of pier building.

People walk along the promenade; lines of horses and carts, cranes pass beside them. The sand in the carts is tipped out; workmen shovel the sand left in the carts into the excavated hole.
