The Liverpool Post and Echo's offices: the voiceover explains that the newspapers' circulation extends to Southport, Chester, Caernarvon and Birkenhead while shots of those locations are shown. A Merseyside ferry is shown arriving.

The editor and his staff discuss the day's stories in an editorial conference. Afterwards, one reporter discusses with him the social issues raised by the abandonment of inner city areas and old buildings. The film goes on to show both scenes of urban decay and regeneration initiatives including the Liverpool University settlement providing leisure opportunities for young people: pool-playing and basketball scenes are shown.

Thereafter, images of newspaper production alternate with scenes around Merseyside. A section on the Echo Challenge Cup for inter-school football intercuts footage of professional and junior football matches. A section on the problem of graffiti shows children defacing walls, and is followed by a scene of a group of children in an art gallery.

Newly printed copies of the Echo are shown being sold to passengers boarding a departing ferry.
